• Senate File 3357, authored by Senator Warren Limmer (R-Maple Grove), makes changes to guardianship and conservatorship laws, modifies the Uniform Transfers to Minors Act, amends the Minnesota Common Interest Ownership Act, and modifies provisions related to garnishment. The bill passed 66-0.
• Senate File 1805, authored by Senator Dan Hall (R-Burnsville), specifies that 16 and 17 year old minors may be employed to operate lawn care equipment. It requires those minors to be trained in safe operation of the equipment prior to the operation and to wear personal protective equipment while lawn care machinery. The bill passed 66-0.
• Senate File 3800, authored by Senator Mark Koran (R-North Branch), provides that a money transmitter must transmit money received within five business days unless specified circumstances exist. The bill passed 66-0.
• House File 745, authored by Senator Sandy Pappas (DFL-St. Paul), removes provisions in law that allow minors to marry in the state of Minnesota and prohibits the recognition of marriage between minors if the minors were married in another state while a resident of Minnesota. The bill also requires both parties to a marriage to prove their age to get a marriage license. The bill passed 66-0.

The Senate is scheduled to reconvene at 11:00 a.m. tomorrow. The House will also meet tomorrow at 1:30 p.m. to take up the COVID-19 Economic Security Act.

Minnesota Department of Health Press Briefing

This afternoon, the Minnesota Department of Health held a conference call with reporters to update the public on state efforts to address the COVID-19 pandemic.

Commissioner Jan Malcolm, Department of Health

• Commissioner Malcolm announced Minnesota has 8,579 laboratory-confirmed cases of COVID-19. This is up more than 700 from yesterday’s report. The department has been testing in communities with significant outbreaks.
• The number of deaths due to COVID-19 has risen to 485. This is an increase of 30. Of the 30 deaths, 24 were residents of long-term care facilities.
• Currently, 443 patients are hospitalized for COVID-19 with 180 of those in the ICU.
• When asked about when a new COVID-19 model will be run for Minnesota, Commissioner Malcolm said she expects to review the data by the end of the week.

Director Kris Ehresmann, Infectious Disease Epidemiology, Prevention, and Control Division

• Director Ehresmann asked Minnesota parents to remember to make sure children are getting well-child visits with their doctor and to keep up with vaccinations.
• According to Ehresmann, immunization rates are falling in the state.

Commissioner Alice Roberts-Davis, Department of Administration

• Commissioner Roberts-Davis is leading the effort for the state to acquire critical care supplies.
• In the past several weeks, the state has stood up a critical care warehouse with millions of pieces of personal protective equipment.
• The commissioner said that it’s important for hospitals and providers to continue to maintain the existing personal protective equipment that they have on site. The warehouse is meant to supplement the needs of hospitals and providers.
• The current usage rate allows for a one-to-three month supply of personal protective equipment. As the peak approaches, the burn rate will increase.
• At the moment, the daily usage rate is:

  • 37,000 gowns
  • 93,000 masks
  • 11,000 N95 respirators
