Walz Announces Plans for Outdoor Dining, Limited Occupancy Salons

Governor Tim Walz today announced the phases in his Stay Safe Plan, including a cautious, strategic turn of the dial to allow limited outdoor dining at restaurants and bars starting June 1, 2020. The Governor also announced that salons and barbershops will be allowed to open June 1 at 25 percent occupancy to ensure the safety of both the employees and the customers inside. In both industries, customers will be either strongly recommended or required to wear masks, make reservations, and adhere to social distancing requirements to keep themselves, other customers, and employees safe.

With the time to pass bills for the 2020 Legislative Session expiring at 12:00 a.m., the Minnesota House of Representatives and Minnesota Senate were unable to come to an agreement on a bonding bill.

A bonding bill is a piece of legislation that authorizes the issuing of bonds and other capital to pay for certain construction projects and infrastructure upgrades. Projects are only eligible for this type of bonding if they are publicly-owned and designated as infrastructure. Bonding bills typically include projects requests by local governments, state institutions of higher learning, and other public entities. These bonds come in the form of general obligation bonds and are guaranteed by the state.

The Senate today rolled out a $998 million bonding bill, far smaller than what the trades are hoping for. This is the Senate’s starting point, so the floor in negotiations. They will consider the bill on the Senate floor tomorrow.

Walz Appoints Judge Gordon Moore to Minnesota Supreme Court

Governor Tim Walz today appointed Judge Gordon Moore to serve as the next associate justice of the Minnesota Supreme Court. Moore will fill the vacancy created upon the retirement of Justice David Lillehaug, who has served on the Supreme Court since 2013. Moore brings over 30 years of legal experience to the Court.

Walz Signs Executive Order on Summer Learning

Today, Governor Tim Walz signed Executive Order 20-57, authorizing and directing the Commissioner of Education to provide a safe and effective summer learning environment for Minnesota’s students. Minnesota’s public school districts and charter schools will have the option to offer summer learning through a hybrid model of distance learning and in-school learning, or to continue distance learning.

Walz Announces Next Phase of COVID-19 Response in Minnesota

Citing progress made to prepare for peak of infection, the Governor announced tonight that he will let Minnesota’s stay-at-home order expire on Sunday night as planned, and replace it with an order encouraging Minnesotans to stay close to home but allowing for gatherings of friends and family of 10 people or less. The Governor will also open retail stores and other main street businesses if they have a social distancing plan and operate at 50 percent occupancy. Dine-in restaurant restrictions and closures of salons, gyms, large crowd venues will remain for at least a couple more weeks, with June 1 as a potential reopen date following specific guidance from state officials.
